From the 17th
to 19th of May, 2017, the
Ministry
of Education, Youth and Sport (MoEYS) of the Kingdom of Cambodia officially hosted
"The 4th International Advisory Group Meeting for the Program
for International Student Assessment for Development-AIG'' at Sokha Angkor
Resort, Siem Reap, Cambodia. This opening ceremony presided over by H.E. Dr. NATH
Bunroeun, Secretary of State of the Ministry of Education, Youth and Sport.
The PISA for
Development project is an opportunity for the participating countries to
collectively engage ourselves in peer-to-peer learning. In our case, the Korea
Institute for Curriculum and evaluation from Korea has supported and guided us
in many ways. Moreover, the project also allows us to collaborate with
Ministries of Education and Assessment Institutes from other participating
countries.
H.E. Dr. MoEYS- Secretary of State says "the
collaboration within the participating countries of the PISA-D project should
contribute to implementing the MoEYS’ Education Strategic Plan and Cambodia’s
vision of better participating in the global economy and achieving the
transition to a middle-income country by 2030 and a high-income country by
2050, as reflected in its Industrial Development Policy (IDP). In light of
generating economic growth and job creation, joint collaboration within the
countries of the PISA for Development project plays an essential role in
implementing the Ministry’s ESP 2014-2018 and future ESP formulation and
operationalization," and this
meeting happens one year after the third meeting of the International Advisory
Group that was conducted in Paraguay in March 2016. Since then, the Field Trial
has been successfully implemented. The current meeting enables us to revise
results of the Field Trial. Throughout this meeting, we are going to also
review the annual report on project activities, the sampling design, and the
detailed plans for 2017/2018. We shall also explore the project’s
capacity-building activities and outcomes, PISA for Development assessment and
analytical framework analysis and reporting Plan."

continued "This meeting is aligned with the Education Strategic Plan
2014-2018 of the Ministry of Education, Youth, and Sport (MoEYS) in terms of
strengthening quality of education through effective incorporation of
assessment results into teaching and learning processes for contributing to
implementing national learning assessment framework. This meeting also
contributes to promoting the national learning assessment framework’s strategic
role in supporting quality education while it also provides a forum for the
representatives from the participating countries to present their activities
and to foster collaboration on areas of mutual interests, globally. "

been fully committed to improving learning for its students by addressing the
challenges of quality and equity of education, and by being a pioneer of
developing and conducting a PISA which could provide invaluable data and
analysis to lead evidence-based policy discussions that are meaningful in the
context of middle and low income countries." said

The meetings
aim to review and discuss the outcomes of the PISA for
Development Field Trial, and look ahead to detailed plans for data collection
of the main studies in order to provide developing countries the opportunities
to participate in the evaluation of education system worldwide by testing the
skills and knowledge of 15-year-old students. The results from that evaluation
will be used to enhance education policy, education strategy, curriculum,
teaching and learning process.
The 75
participants attended the meetings are representatives from PISA-D countries: Bhutan, Cambodia,
Ecuador, Guatemala, Honduras, Panama, Paraguay, Senegal, and Zambia, and the representatives
from PISA countries: Brazil and Kosovo, and the representatives from the PISA-D
development partners, the PISA-D institutional partners, selected experts,
international contractors, and the OECD Secretariat.
I'd like to
mention, the Program for International Student Assessment for Development(PISA- D) was created by the
Organization for Economic Co-operation and Development (OECD) since 2013, aims to
provide developing countries the opportunities to participate in the evaluation
of education system worldwide by testing the skills and knowledge of
15-year-old students. The results from that evaluation will be used to enhance
education policy, education strategy, curriculum, teaching and learning
process.
The Kingdom of Cambodia became officially as the
OECD- member since 2016. After becoming as member of OECD till present,
Cambodia joins gradually the meeting to prepare the main plans through the International
Advisory Group (AIG) and build the capacity through the meeting of the National
Project Manager (NPM) which organized by OECD and supported by organizations or
International agencies and trained 211 and 49 women, national officials,
inspectors in charge national level and low - nation in order to prepare to
implement the Program of International Student Assessment for Development ( PISA-D) and the International Advisory Group AIG was
organized 3 times, the first and second meeting was held in France, and third
meeting was held in Paraguay. As we see the Cambodia's development with peace
and security and good governance in accordance with the 3rd IAG -
meeting suggested the Ministry of Education, Youth and Sport to host "the
4th International Advisory Group Meeting for the Program International
Student Assessment for Development- IAG" which held from 17- 19 May, 2017 and "the
5th National Project Manager for Program for International Student Assessment
for Development - NPM" which held from 22-25 May, 2017 at Sokha Angkor
Resort, Siem Reap, Cambodia.
